Better regulatory monitoring of road vehicle CO2 emissions: New JRC report with Ideas Forward

Following the introduction of Regulation (EU) 2019/631, the European Commission’s Joint Research Centre (JRC) has been researching technical challenges and solutions pertinent to the task of collecting On Board Fuel Consumption Measurement (OBFCM) data through direct data transfer from vehicles to the Commission.

Working with the JRC and with DG CLIMA, Ideas Forward developed technical specifications and developed a demonstrator that enables direct Over-The-Air (OTA) transfer of OBFCM data, in a way that is secure, privacy-preserving, tamper-resistant, scalable and future-proof.

Part of this work, focusing on the technical requirements for vehicle-to-cloud communication, was published in the form of a JRC Science for Policy report. The report introduces a solution architecture for the direct transfer of OBFCM data from vehicles to the EC and demonstrates its feasibility by presenting a complete Proof-of-Concept implementation of this architecture built with open standards, modern web technologies and widely adopted cloud infrastructure services.
